Payment. Every client is different. Every job has it's own unique set of circumstances. I always start off the discussion with my clients saying that I'm flexible on how they would like to proceed with payments but that I prefer half down. I refuse to change order. Change orders are my last resort. Instead I ask questions at our initial meeting and try to be sure to cover all bases before I submit my estimate.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.
In some cases, professional painters may include additional charges for specialized equipment that homeowners can't purchase on their own. Because professionals have licenses and access to such equipment, it's simpler to let them get those themselves. My husband has been a professional painter over 30 years. He prides himself in his high level of work ethic and customer satisfaction. He stays up to date on techniques and finishes. He gives Very detail and accurate appraisals with contracts. At an alarming rate, as he starts to finish the last day or the day before, the client starts nit picking and being disrespectful towards his work when every day prior to that, they were very pleased, as he request ongoing satisfaction throughout the job. Then they don't to want pay remaining balance, bicker about final cost, or stop payment. He has a crew he has to pay whether the customer does or doesn't honor the contract as well as our own household expenses. Wasted time ,labor, money and effort lost. Now how do we fix this? Remind yourself and clients that a contract is based on honor.
Never, never hire "Hanks painting" , he is a scam. He charged me 1800 for an 800 sqft house, with the agreement of painting the gutters. He not only didn't paint the gutters, the paint of the walls and front door is pealing off. He did not sand the door and the wall color is washing off. His people don't know the work and he much less than them since he painted the door.
OF the different type of customers there are at least two: cheap charley's and people who want great results. I agree the need for wall repair is critical to the end results. Most critical is for the customer to be told ahead that the walls are going to need exactly what is needed. This means the contractor must look, touch, examine the walls for defects and needed work. I've been a building manager for 40 years and seen a few paint jobs. Typically a contractor does a lot of talking about how expert he is, but the guys who walk through with note pads, iPads, examine, measure, point things out, explain and recommend are the ones I will deal with. It confirms if they know what the business. Nobody likes the workers to show up and when you talk about the job they're going to do they know nothing but they we were told to be here. Their boss who bid the job doesn't supervise - a big no no around here. Nobody likes surprises or worse, at the end of a job that's not right getting a bunch of little kid excuses. Contractors that do not like the customer to be around looking at the progress don't get the job.

Every pro painting contractor truly worth their salt would and should cut and paste exactly what you say here about where customary and legitimate practices and expectations should be in regards to what customers should expect from contractors and how contractors should professionally deal with their customers. IF the average cost is $1700 to paint an interior, then that means the cost of paint is approx. $200 (12% of the job). Or better said 5 gallons of paint (if the average cost is $40 retail). The average room takes 1.5 gallons which will cover 3 average rooms. Doesn't sound to average to anyone with knowledge of this industry or a average house. You are misleading consumers and should do a better job in your research. No wonder so pay people think prices to get work done by professionals is high. Its not high, its actually average which is more like $3700.
When hiring a contractor it is always best to hire one who is personally referred to you by someone you trust. Hiring through ads or phone book is hit and miss. Check with your local paints stores, they know the good guys from the bottom feeders. Go to the stores that sell the high quality paints like Benjamin Moore(nonpareil), Pittsburg, Sherwin Williams or Glidden. Don't go the the big box stores for referrals, the people there don't know squat!
