They clearly CANNOT handle a 10+ tabletop. Typically a contractor does a lot of talking about how expert he is, but the guys who walk through with note pads, iPads, examine, measure, point things out, explain and recommend are the ones I will deal with. It confirms if they know what the business. Nobody likes the workers to show up and when you talk about the job they're going to do they know nothing but they we were told to be here. Their boss who bid the job doesn't supervise - a big no no around here. Nobody likes surprises or worse, at the end of a job that's not right getting a bunch of little kid excuses. Contractors that do not like the customer to be around looking at the progress don't get the job.
Journalist Martin Aston passed on a tape that Mark Eitzel had given to him. Never before or since had I received a demo that was 90 minutes long! In fact, it was quite some time before I actually listened to the whole thing all the way through. Every morning and evening, driving to and from work, I would start at the beginning, "24" (I know, I know, what more do you need to hear, right? What a song.), but only get about half way through that and whatever the second song on the tape was before arriving home/at 4AD. Recently I had the outside of my home painted. The contractor wrote a good contract, but I failed to realize that some things were not in it. It reminds me of the car dealer who offered a good price on a new car but failed to mention that it did not include tires. My contractor failed to specify that lattice under a porch was included. So the painters did not paint it. To his credit, he did instruct them to paint it when I brought it to his attention. If I had the job to do over again I would look for an individual who came with referrals from happy customers rather than a franchise owner..

I managed commercial construction projects for many years, have built and remodeled several properties, and never once have I encountered any of these scams. The tone of this article is deeply troubling. The author seems to be saying that ALL painting contractors are inherently dishonest, and that has not been my experience. The underlying advice here is sound: get it all in writing and cover as many contingencies as possible--so pointing out potential pitfalls like coat coverage is helpful. But do that in the spirit of clear communication of expectations, not with the expectation that the person you are hiring will try to cheat you at every turn. Not every contractor takes outrageous advantage of change orders; not every contractor will sneak past necessary preparation and/or repairs. Contractors of all sorts get a bad rap as it is; reinforcing a stereotype with articles written from this point of view just seems unproductive.
Did you even read the article? It was specifying UNSCRUPULOUS painters! And, by the way, the photo at the top was not identified at all. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? If any painters/painting contractors object to a consumer having this kind of information maybe they are the dishonest ones!
Federal law requires all renovation, repair, and painting firms (including sole proprietorships) working in housing, or facilities where children are routinely present, built before 1978, to be certified. Firm certification is a key requirement to ensure the training of individuals and the use of lead-safe work practices.  Firms must apply to EPA for certification to perform renovations or dust sampling. Start outside by taking an inventory of your siding and trim. If your paint is fading or peeling off your siding, start the prep work by repairing the siding and trim with some waterproof patching compound. Once dry, sand and apply primer. Then, repaint those areas until your exterior looks fresh and clean.
It is often necessary to have a rental property painted -- whether it's to make it your own before you move in or to clean it up for someone new when you move out. Some buildings and landlords have pre-selected painters, while others will contract companies to paint on an as-needed basis. If your landlord or building doesn't have a pre-selected painter, see if you may be allowed to paint the walls yourself. If you're moving in and selecting a non-neutral color, understand that your landlord may require you to repaint the walls the original color when you move out -- and ensure that you're ready to make that investment down the road.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.
If you talk with a painting contractor long enough, you’ll inevitably hear; “There’s no good help out there.” It’s easy to hide behind this excuse, but it’s not true. There are plenty of reliable painters out there, business owners just don’t take the time to find them. It takes TIME to find good people, time you wouldn’t have if you were busy painting.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

To paint a large section without leaving lap marks, roll the nearly dry roller in different directions along the dry edge, feathering out the paint as you go. After completing the entire length of the wall or ceiling, move to the next section and paint over the feathered edges. For the second coat, apply the paint in the opposite direction. This crisscrossing paint application sharply reduces (if not eliminates) lap marks.
I was taught to paint by a professional and when estimating the amount of paint needed, I always allow for a second coat just to make sure of coverage. We interviewed a painter who tried to tell me I bought poor quality paint without knowing where I purchased it, and stated he would have to buy all new paint. He had not seen the cans and was just guessing so I asked him where I should buy paint from now on. It was the same place I had purchased my paint and he wanted to charge me an extra 20 a gallon more than what I paid for. Needless to say, I have interviewed numerous painters and they are not all honest.

Hello, I have a sad situation to share -- a friend of mine who is a very good painter, experienced too, fell off a tall ladder that did not have "boots" on it. (I've never seen those.) Anyway, do you think he should have asked for boots before painting? Possibly it was a situation where he was shy to ask because he wanted the job... (I don't know all the details.)
